| Abstract |
The dynamics of becoming university autonomy and self-government in the leading countries of Europe is exposed in the article, description of organizationally-administrative bases of activity of higher educational establishments being based on principle of academic freedom is given. As key factor of construction of administrative model of a higher school in Ukraine should serve reaching of equilibrium between an autonomy and the accountability. The excessive autonomy of university can reduce to that it will not answer inquiries of company. Rigid monitoring on the part of the state will destroy his academic backgrounds and years the saved traditions.
